NAB distributed hard copies of this DTV toolkit to all 535 members of Congress on July 29, 2008. Between September 2007 and January 2008, hard copies of this toolkit were also distributed to all: Governors, Lt. Governors, state legislators, state African American Caucus leaders, state Hispanic legislators, state municipal association executive directors, and state county association executive directors.
